They should have said, we won’t do shit until Trump releases the legally appropriated funds for FEMA and Infrastructure in blue states, USAID etc. Why bother completing a continuing resolution so Trump can spend it anyway he wants.
Technically, the GOP is correct in saying funding ACA is new legislation. They have no legal or legitimate reason to withhold this money.
