There is no way to change that now. There is just no infrastructure in the ship for steam cats.

Currently they use high pressure steam to launch planes and while it works there’s likely many drawbacks to it. I would assume using magnets or electricity to launch jet planes is more simple, easier to maintain, and maybe launches planes at a faster speed hence why the military spent a lot of money in research and design. Efficient design doesn’t give a shit about an executive order.
