Plenty of people will go use the restroom when they arrive at a doctor’s office. If a urine sample will need to be collected at the visit (as is often the case for pregnancy screening, or checking the urine during pregnancy), it’s easier all around if the patient know that before emptying their bladder.

Since any age patient may need to give a urine sample, it is most likely due to risk of pregnancy. It used to be, in the US, that all females that came to the ER be pregnancy tested. Yes, 5 year old or 80 year olds would be tested. I thought that was crazy but after years of experience learned that if a 12 year old came in needing an x-ray, telling the parent that the child is being tested for pregnancy caused so many problems which could delay tests and treatments. It’s so much easier to tell the parent that it’s a ridiculous but necessary policy.

It’s so they can pee in a cup in case the Dr. Needs a pregnancy test. Wayyyy easier on everyone if we go ahead and collect the cup just to throw it away later rather than wind up force feeding the patient water to try to pee again soon.
