The Sale amounts are decided by the publisher / developer of each game. I love steam and agree Gaben has done much, but he doesn’t really have any say on stuff like prices.

Gaben is exactly how a smart and greedy guy should make money. I would do almost the same. As I am not so greedy, and don’t need to make billions, I would offer the games for cheaper (like take only a 15% cut of the games or even just 10% and instead tell the publishers to lower the overall price on Steam). Thus I still would make shit ton of money, while being even more beloved by gamers.
