Looks like a lot of the nearby grass is dead/dried out, maybe the turf is being removed to be replaced later by the city? Idk if that makes sense but it seems more likely than someone stealing turf in such a haphazard pattern.

When I was young we used to have a metal swing set with a metal slide out back. When we were out shopping one day the swing set got hit by lightning and blew all the grass up onto the roof. My mom called my dad and told him someone was stealing our grass, haha. It also blew up most the electronics in the house too and blew little holes in all our copper pipes.
