The real answer: certain pressed pigments have ingredients not yet tested by the FDA to be allowed to be used around the eye area. Makeup companies like Jefree Star release whole eyeshadow palettes that they call “artistry palettes” and not eyeshadow due to these pressed pigments and the ingredients

This is very common. In some areas (North America) regulations stipulate that any eyeshadow that has pigments that are not FDA approved and can stain (usually bright pinks and reds) have a non eye safe disclaimer. They do not actually hurt your eyeballs, and are not marked as such in areas like Europe or Asia.

Use it around *someone else’s* eyes

I had a palette from color pop that had a glitter tin in the middle, and the note on the back said that it could give you cancer
Usually this is because of glitter, sometimes it’s something else.
I see that one of the main ingredients on it is Talc, so I’d warn against using it at all.
