The film “The Terminator” (1984) did not have an official theatrical release in the USSR for understandable censorship reasons, it was not permitted for wide-screen distribution in the 1980s. There are no official records of any film screenings during Soviet times, although individual viewer recollections mention unofficial or pirated viewings in video salons or at private sessions toward the end of the 1980s. The first official release in the USSR occurred on video on June 1, 1989.
Here you can see such private video saloon cinema poster, which was hand-drawn.
The name of the movie is Electrical Destroyer, obviously they didn’t know how to translate The Terminator. It also says “the Capitalist world would be destroyed” in a new cinematic movie.

The female character looks like an 80s hair-rocker, which sounds accurate, but the robot character looks like a KISS band member accidentally pressed in a machine for dyeing textiles.

Looks like a joke poster, not an authentic one.

Why does it say “Kyrgyzfilm” film studio in the top left corner?

It is a fake poster fabricated just a few years ago. Had nothing to do with the actual movie screenings in the USSR. In 1987-88 there were definitely normal Terminator posters around.
This one contains little elements made just for fun like “Kyrgyzfilm production” and 1977 year of production.
