I’d argue that they actually do, but the “order” in “law and order” means “hierarchy”. Social hierarchy, specifically.
* Wealthy above poor.
* Whites above all others.
* Men above women.
And they use the law to maintain that hierarchy.
What they definitely *don’t* do is “rule of law”.
