It’s not that Mineta is the biggest pervert, it’s that everyone just sort of let it happen for a long time with the only repercussion being some slapstick played for laughs. This is supposed to be a prestigious school raising the next generation of heroes, and he never gets disciplined or punished in any official way for sexually assaulting his classmates multiple times. There was a point in the series where his pervertedness was toned down and his character became a lot more entertaining and likable after that because he had a lot of good and funny traits that were overshadowed by his out of place perviness for the majority of the series
