In the Netherlands new laws go in effect on January first or July first.
This law passed in December of 2000, which meant there wasn’t enough time to properly announce it in the “Staatscourant” which is legally required for new laws.
Meaning the law would go into effect on July first, but that was seen as needlessly long and cruel, so an exception was made for just this law.
It had nothing to do with April fools.

To be very fair it was passed in December of 2000, it just went into effect April 1st the next year
