Honestly, I think the smacking the shit out of people with a stick for petty crimes is actually a great solution.
It bypasses all of the “red tape” of arresting, charging, court etc. If you have an administrative system that cannot handle the sheer volume of people it would need to process, then deterence through violence is likely an effective (albeit morally questionable) substitute.
