I really love when people gas this guy up as if he wasn’t just as bad as the rest of the US Presidents lol So, he built some houses, shouldn’t he have been doing much more with his time as president instead of waiting till after? The domestic economy had been jacked for a while with Nixon leaning on price controls and whatnot, Carter put Volker in at the fed and began deregulatory and other reforms that helped put the US on the path towards independence.
I’ll also say he did more to end the Cold War than Reagan, although this is when you get into some really murky waters about if it was “good”. He successfully contained Soviet influence in Afghanistan and Iran at the cost of supporting Islamists to do it.

I suspect that Carter, Ford, and Biden will all have similar historical legacies. Good individuals, no real scandals, got screwed by the timing and circumstances of their administrations.
Ford was trying to repair the legitimacy of the White House after Nixon and the economy getting crippled by stagflation, the Vietnam War cultural hangover, and other macro factors like the Arab oil embargo.
Carter was the last “man of decency” as the New Deal era 5th party system collapsed, and charismatic Reagan ushered in the 6th party system of the Southern Strategy paired with corporate welfare neo-liberalism.
Biden got stuck trying to maintain the appearance of “a return to normal stability” in that post-pandemic era when the 6th party system was finally collapsing and the 7th party system was being hammered out. He was voted in to hold up a status quo that was terminal on life support and needed the plug pulled.
