*Technically* Japan warned United Stated before the attack. Japanese government gave their embassador instructions to wait and declare war on the United States like an hour before the attack, but japanese deciphers read the message one hour AFTER the attack. Luckily U.S. spies intercepted the message and decoded it before Pearl Harbor being attacked. So japanese in fact warned the United States in time, or some kind of it.
