    1. They are allowed to. But depending on artist it can get really uncanny, so most avoid it.

And then there are those that embrace the uncanny, like Akagi and Kaiji artist.

    2. A lot of the time, it feels like the presence of a nose bigger than a dot is used to make a character ugly.

I’ll reiterate: an anime character will often be ugly if they have a nose that looks like a nose.

Its because of intent. Lack of detailed noses make a smaller face that looks more adorable while a detailed nose is better for more realism or a more serious scene. Frieren i think shows it off well because when Fern is pouting or Frieren has her trademark cat face neither have visible noses but when Frieren is in her “Slayer” state you can see her nose with more detail

They have noses but often drawn small on purpose ro mimic a drawn cat.

All anime characters are based on being cute and face of a cat as basis

True story, from what I remember. Anime art style generally follows manga art style and manga is famous for crunch scheduling, having to have a whole chapter plotted, written and drawn in a week, so manga characters generally have a minimalist design. Yeah, some character have a lot of detail in their clothes or shading, but you can usually see it in the face. Most characters don’t have a line indicating the bottom of the eye, just the upper arch and the iris and pupil. Mouths are usually just a line, face shapes are fairly simple, so just a dot for a place holder for the nose, no septum or nostrils. The other reason, aside from making it easier on the artist is that with a few hints at detail, your mind can play the association game and fill in whatever is left out.

They aren’t trusted to be responsible with them after that one time. They know what they did.

It’s mostly a stylistic choice in anime where simplified faces (tiny or no noses) keep characters looking cleaner and cuter, especially for expressive designs like Sagiri Izumi.
