Im surprised they even had licenses back then to be honest, couldnt have been more than a handful of cars in BC at the time.
Must have had a few bad accidents for them to issue this.

Some background: the first driver’s license in British Columbia was officially issued on February 16, 1925, in Victoria.
The very first license, No. 1, was issued to local developer Walter Luney. Prior to this, mandatory vehicle registration and license plates had been introduced in the province as early as 1904, with provincial issuance starting in 1913.
