In fact, that’s the reason why the compromise offered by things like the Corwin Amendment – to merely *contain* slavery to where it was currently practiced – did nothing to avert the Civil War. The Confederates knew slavery would inevitably die out if it wasn’t able to expand, so to them, containment was little different from protracted abolition.
