There are some around here in Florida. Have also seen them in Atlanta. They’re usually at the bottom of highway off-ramps so people can turn around onto surface streets.

These are pretty common on “superstreets” or “basic restricted crossing u-turn” intersections. There are no left turns allowed, you are required to do a u-turn and backtrack a bit, then do a right turn.
Got some of these in North Carolina in the last decade or so.
