    3. If you go back to 2 months before WW1.

      Why would it not be a good idea. He was next to the throne, people see him positively because he wanted to provide greater autonomy and political power for minorities and slavs in the 2 kingdoms. He wanted to set up universal suferage and more broadly to centralise power to create a proper modern state.

      So if you are the austro Hungarian emperor why would you not want to send a positive signal to minorities by asking your heir to the throne to inaugurate a museum into a marginalised region of your country?
