A bit of context: Italy as a country was only 61 years old when Mussolini came to power, and was still tackling the question of what it exactly meant to be Italian. Juggling the various states like Sicilians, Venetians, Tuscans, etc, Mussolini adopted a view that the Italian identity was “assimilatory”, that anyone could become Italian because to imply otherwise would isolate entire states and promote national instability
Bonus: By the time Mussolini was overthrown, he had been in charge of the country for a little more than 25% of its existence
