There are too many Roman Empires to keep track of.
Before anyone says it I know the Eastern Romans(Byzantines) never stopped referring to themselves as the Roman Empire, but it made sense for this joke.
If everyone is Rome, then nobody is Rome. Except maybe the guys actually in Rome, but even that’s debatable apparently.

It’s funny, cuz at various points of their rule, the Byzantines would be appalled at being called Rome’s successor. They DESPERATELY wanted to be Greek, not Latin.
