The actual reason why is that it takes time to build a case, and just because a document said you did something that doesn’t make it admissible as evidence.
Put it in perspective of the average person. If I have an email where I said that you once ate a babys foot, would you consider that sufficient evidence to immediately be arrested? Of course you wouldn’t, you would want investigators to look into the situation before they even spoke to you.
