Everyone who joined ice does not know how working for a government agency works. (Editing for nuance, if they do know how government agencies work then they most likely did not have monetary or altruistic motives for joining) A majority of the time your sign on bonus is linked to an amount of time that you have been there. You will not get that bonus until you have been there that amount of time. Also, the government is slow about implementing raises or cost of living increases, and every time the government shuts down federal employees (for the most part) don’t get paid. Bonuses that are awarded usually come six months to a year after the action that they are being rewarded for.
Source? My partner, my brother, and both of my parents have been or currently are employed by the federal fucking government.

The bonus is $10k a year for 5 years (minus taxes). Plus, if you get fired for any reason or quit during those 5 years, you have to pay back the full amount of the bonus that has been paid out. So, if an idiot works for ICE for two years and then gets fired, they will have to pay back $20k even though they only got like $12k after taxes.
I think it is fucking hilarious and appropriate.
