Afaik, you didnt just get to be a roman citizen all willy nilly. Having said that, the Romans absolutely had realistic way of acquiring citizenship for people in conquered lands that supported their expansion efforts.

The first part is accurate the second part is inaccurate. Romans enslaved lots of Greeks, they were the most highly sought after slaves for roman elites. Also non Roman citizens did not vote or pay taxes.
Much much much later Caracalla pronounced all free people living in Rome were citizens. This sounded nice on paper but was acutally just to massively increase the tax base. By that point in time, voting really had no significance in the empire. On a local level it might have mattered, but national at this point it was settled completely into an empire.
