I realize this is meant to be a joke, but this is also a genuine question for anyone who’s not a native English speaker. “Neigh” is the sound horses make in English. It’s called an onomatopoeia. It’s a word used to describe sound. But in Russian for example they go “i-go-go”. So if you told a Russian person this joke it’s entirely possible they will stare at you blankly not understanding why horses live in the suburbs.
