Sounds like they either don’t want others to smoke in the back and potentially damage something (even if they themselves smoke), or that someone just prior to you is really bad at following instructions and smoked anyway.

I once made the mistake of telling a person it was ok to smoke a cigarette in my car and then they proceeded to chain smoke.
