IF this happened between 2 everyday citizens, the shooter would now be in custody charged with murder.

Important to also point out it happened 10 days prior (not that if it had happened immediately prior it would make it ok) and when ice tackled him to the ground there was no harm to ice agents and they were free to throw tear gas at bystanders as a parting shotÂ
