On 30 July 2008, Tim McLean, a 22-year-old Canadian man, was stabbed, beheaded, and cannibalized while riding a Greyhound Canadabus along the Trans-Canada Highway, about 30 km (19 mi) west of Portage la Prairie, Manitoba. On 5 March 2009, his killer, 40-year-old Vince Li, was found not criminally responsible for murder, after it was determined that he was schizophrenic. Li was remanded to a high-security part of the Selkirk Mental Health Centre in Selkirk, Manitoba, where he was detained until his release on 8 May 2015.

      I remember this well. It was horrific to read about. The killer (Vince Li) was a diagnosed schizophrenic, deemed “not criminally responsible” and institutionalized as opposed to placed in a jail. I understand he is free now. Doesn’t sit right with me.

      The murderer was an untreated schizophrenic. He was treated. Having not been criminally responsible and no longer posing any danger he was released. Our system attempts to be more rehabilitative than punitive, and in this case it seems to work. The US will often find people not criminally responsible as well, such as if a man ate too many Twinkies before murdering a gay rights activist, but I digress.
