Tbf though Wilhelm II, Hitler and the nazi’s and the rest of German society share a lot of the blame. But Bismarck imo can definitely be held responsible for the creation of the German Militarism that caused Wilhelm II and the German people to want ww1 and later ww2 in the first place. Leading to the allies abolishing Prussia
