All bills with serial numbers starting in 99 are released by the US Mint and full, uncut, sheets. The person who left the tip did not make the cut between these two bills. They are not very common in circulation, but not uncommon enough to be worth anything more than face value.

This is most likely a case of fake notes. ~~Those two bills have the exact same serial number,~~ actually they are not the same, I overlooked one number. every US bill will have a unique serial number. Having said that, there have been some accidental duplicates made but, that is fairly rare. I’m still going to go with fake, that someone printed on their computer.

When it comes to life’s twists and turns I always remind myself that you gotta keep ‘em separated.
The treasury building/tour area sells them in sheets of 16 or 32, or at least did when I was there in the mid to late 80’s. They are perfectly legal tender and you can cut them up and use them. I actually did on a sheet of 16 because they are just neat and really don’t have any additional face value. Plus as a kid I got magic marker on them and ripped the cardboard frame they came in. Just cut them apart and no one will care the difference.

Neat! My aunt visited a mint once and gave me a sheet of dollar bills that are uncut. Looks like OPs tipper cut these out a sheet like that. Should be real legal tender, interesting tip!
