It’s about oil. We shifted our messaging from drugs to “they stole our oil” for Venezuela, and Nigeria has a fair amount of high quality oil. They won’t let outsiders in due to rightfully feeling they have been abused and take advantage of by outsiders drilling for oil in the past.
