It looks exactly like something called Soil Moist. It is designed to be added to plants. It is little pebbles, but when it gets wet it expands. I was helping my brother with some gardening and the next year it was on the driveway looking just like that. It does not go away. You never want to spill alot since it is very visible when activated by water!
