It’s because one is Lancer Artoria and the other is Saber Artoria.
They both got blessings from the holy sword, holy scabbard and the holy lance. But Lancer obviously favored her lance , thus that blessing was stronger. Which is why she isn’t stuck in a body and spiritual age merely a year or two older than when she pulled the Sword of Selection.
So Saber Artoria is a 35yo Artoria stuck in the body and spiritually 16-17yo. Meanwhile Lancer Artoria is a 35yo Artoria with a body and spiritually in mid to late 20s or earliest 30s at most.
