Can a bill be proposed to force these kinds of votes to be immediately acted upon, regardless of whether the speaker of the house makes efforts to delay? With some sort of real implications if it’s not?

They’ll still expire. These are purple state Republicans; this is just performative. Earliest vote could be Dec 30 and they expire Dec 31 (and they’ll be on break after the end of this week). Then still has to get though Senate who said they won’t do anything without explicit anti-abortion stuff. Then Trump can still veto it.
