The sign on the car indicates affiliation with the [NSKK](https://en.wikipedia.org/wiki/National_Socialist_Motor_Corps). Wikipedia notes the existence of an affiliate of that organization in occupied France, and the photo would seem to indicate a Yugoslav-Bulgarian affiliate as well. I’m not sure whether the guy in the suit was actually a member of the NSKK, or whether he might have simply chartered a car/driver from them. He himself might be German, or maybe Bulgarian.
