Wouldn’t that require knowing that lights were put all the way to the top-most branches 10 years ago and not just as high as they could get them with their 6ft ladder? 🙂

I’m confused. If the neighbor had put them on ten years ago, wouldnt they be at the top of the tree? Don’t trees grow…up? So anything on them would grow up with the tree, right?
