
China had joined the Allies in World War I with the expectation that supporting the victors would help restore its sovereignty, especially over Shandong, which had been taken by Germany. China sent more than 140,000 laborers to the Western Front, believing that this contribution would secure fair treatment at the peace negotiations. Instead of returning Shandong to China, the treaty awarded the former German concessions to Japan, a country that had already imposed unequal agreements on China and occupied parts of its territory.
