I think it’s because Bismarck used this playbook to unite a fractured German nation and Kissinger used this playbook to allow the US to profit off of the destruction of less developed nations. Both caused wars and killed people, but one was constructive about it.

I’m under the impression that Bismarck is quite controversial actually. Sure, he unified Germany, but he was also an anti-democratic ultra-conservative whose internal policies included harsh repression of catholics, socialists and Polish people, and who despite his initial strong opposition still had a part to play in starting the German overseas colonies.
Bismarck also lived in 19th century, as opposed to Kissinger who lived more recently so Kissinger’s crimes are closer to us. And these cut-throat politics are far less widely accepted than they used to be in Birmarck’s time.

Death people became numbers the longer time passed from theirs deaths. Like yea, we kind of consciously acknowledge Genghis Khan was very bad guy, but we don’t really care if someone likes him. Which isn’t the case with Hitler or Stalin.Â
Also Bismarck was kinda more successfull than Henry.Â
