In medieval thought, William had the better claim. He was chosen by the previous King, had a blood relation to the previous King (maternal cousins), had the blessing of the Pope, and Harold swore on sacred relics to not try to claim the throne.
All Harold had was the vote of a rubber stamp organization which only existed to vote in whoever had the biggest army. If the Witan didn’t choose Harold, there’s a 0% chance he would have humbly accepted their choice.
The only reasons people prefer Harold is because of nationalism (“Johnny Foreigner is bad!”) or revisionism (“The Witan was exactly the same as Parliament! Norman yolk!”).
As for Monarchy, I think it provides important ceremony and pageantry to the state. Republican governments could provide that, but they never do. It’s just men in suits, and maybe a sash if you’re lucky. As for the complaint about inherited positions, I’d counter that elective monarchy is an option.
