Context
Although the breakup of Yugoslavia was rather ugly for a lot of people, Macedonia simply held a referendum and left. Serbia was rather preoccupied with fighting wars against the other republics that had declared independence, and Macedonia didn't have a ton of ethnic Serbs within its borders like some of the other republics did.
Slovenia also had a fairly easy time with leaving, with the Ten-Day War ending with just a few hundred killed and wounded on both sides.
About names and flags
Yes, I know the full name is Bosnia-Herzegovina. But these are just a couple of dudes chilling on a couch. Bosnia fits the format better.
Should I have used Yugoslavia instead of Serbia? Perhaps. But I felt that with the relationship breakup joke, it made more sense if those countries weren't breaking up with something that they were a part of. And since Serbia still fits, being the largest and most influential part of Yugoslavia, and the one which most desperately tried to keep it from dissolving.
The 5th panel is a sort of flashback scene, which is why it uses the flags of the Socialist Republic of Macedonia and the Socialist Republic of Serbia, since those were the flags of those relublics at the time that Macedonia left.

Macedonia and Slovenia basically hit “leave group” in the settings menu while Bosnia was stuck in a 4-year boss fight. Peak Balkan efficiency right there.
And then there’s Kosovo, who doesn’t even have full independence from Serbia due to its disputed status.
