They handed it over in a guarantee to never be invaded by the countries who signed the document. So the UK and the US, having not invaded Ukraine since then have kept up their part of that deal. Russia did not.
Anyway Ukraine did not have means to use those nukes, they gave up nuclear weapons they could not use anyway.
