When boomers were 18 many states had 3/5 beer, that you could buy at 18. If you were born after 1965, you could not.

Somewhat more importantly, they also couldn’t vote. The voting age also used to be 21. When faced with people objecting to this hypocrisy (You’re old enough to kill but not for votin’) the government decided to lower the voting age instead of raising the enlistment/draft age.
