      I think there are two scenarios here, if he returns to the kingdom with a lower ransom, people would think he wasn’t worth much and this might be just another king for pirates to demand ransom on.

      But if the pirates demanded higher ransom, it gives off an image to his citizens that their king is so legendary that his worth is known even to the random pirates.

      Caesar was a wise emperor, so I think this might be a way to control the narrative around his capture.
