The German General staff (i.e. Falkenhayn) was scared shitless of an inevitable war of encirclement, which would soon be impossible to win as Russia was improving its railways thanks to French loans.
And so, chancellor Bethmann Hollweg sent Austria the infamous Blank Cheque. Austria then sends its ultimatum to Serbia
Falkenhayn even threatened to depose Kaiser Whilhelm II once he started insisting on his “stop in Belgrade” peace plan.
Serbia refused 1/10 of the Austrian conditions and so Austria declared war. In response, Russia declared partial mobilization against Austria. In turn, Germany fully mobilized against France preparing for the Schlieffen Plan
Germany declares war on France, Russia, Luxembourg and Belgium.
And the rest is history
TLDR: Austria started yet another Balkan War. Germany escalated it into a World War.
