      [Imperator is the first title of Russian emperors, Tsar is a second title. Tsar was the first title during Tsardom of Moscow & was changed to a second title when Russia officially became an empire to which Imperator became the first official title, Tsar was still widely uses though]

      It happened only once. The real actual cycle is Czar/Empress is progressive and liberal, has a personal conflict with son — Son reverses all the reforms and decisions made by predecessor because of mommy/daddy issues,  has a personal conflict with son — Son becomes progressive liberal and reverses decisions made by predecessor because of daddy issues— repeat ad infinitum
