For air quality reasons, methanol in washer fluid is banned in low-altitude parts of California and limited in other warm places–evaporated washer fluid is yet another hydrocarbon pollutant–but in cold places the formula is the same.
If it doesn’t get to -25F where you live, ignore the “use full strength” on the label and cut it with water.
