The problem here is that the DOJ is using “statistical sampling” to determine how many gang members there are. Statistical sampling only works when you’re pulling samples from all groups within the survey. If you only pull from a subset of the group, you can’t apply that statistic to the whole.
Let’s say the DOJ looked at 200 people from a neighborhood and found that 10 of them were gang members. That’s a 5% gang membership rate. But that 5% should only be applied to that neighborhood. You can’t then take that 5% rate from that one neighborhood and then say “Oh, there are 2.6 million residents in all of Chicago, so that means at 5% there are over 110,000 gang members!”
Which is what it sounds like they did here. That’s just not how statistics work.
