      The unification of Germany and the rise of a German superpower in 1848 was highly probable. Many northern, central, and southern German states already under the Empire’s control, it quickly developed real state institutions with the parliament and navy. All what was needed for Germany’s unification to be formalised was the Prussian King’d acceptance.

      Yet merely for emotional-ideological nonsense about it being a crown from the sewers the creation of Germany was delayed by decades and when it did happen, it was much smaller and illiberal.

    2. Human rights meaning germans’ rights. The rest was supposed to be germanised. Just look up opinions about Poles of german liberals from that era.
