I know this sounds good but they do not believe in complying with laws, rules and regulations which impede them.

This is going to result in, at best, a conflict of duty and at worst, civil war. What happens when the governor of one state uses their national guard to block the invasion of the national guard of another state? What happens when the president gives orders that conflicts with the governor? Throw in court orders and “a duty to disobey unlawful orders” and it will be a hell of a time deciding what is lawful and whose command to follow.
