This took me way longer to make than expected. Kdenlive (the video editor I usually use to make GIF based memes) kept making the text almost unreadably blurry, so I ended up making this complicated ffmpeg command with [this](https://ffmpeg.lav.io/) tool to draw the text onto the image:
