This is one of those wonderfully loony ideas that I’m not even sure its inventor, “Sidney Cornell, a Los Angeles construction engineer” took seriously.
Brilliant idea: Lets use a ton of energy to shoot water into the air, where a lot of it will evaporate or spill or be caught in the wind.
Fortunately something called a pipeline had already been invented.
